voting states. if you look at colorado, nevada, then to the midwest. you would have to say in the public polling, the president has a slight advantage. they're all close enough for this to play out on election day. but you mentioned it, and they talked about the impact of the storm. incumbency cuts both ways and we may find out tomorrow whether the president's post storm leadership, the commander-in-chief, the use of the bully pulpit has helped him. when we get the numbers tomorrow we might be reminded that he is the incumbent and we have a sluggish economy. we could have another twist. >> does either candidate have the momentum? can anybody say which side has the momentum right now? >> no. if you look nationally, it has been consistent for a week. the race is tied. if you go state by state, in one state you say the president has a bit of a lead. in other states, romney has a bit of a lead or a momentum. in most of these places, the president had the luxury of no primary challenge so he has a better ground organization on paper. more offices, more people. they've had more time and money
